Keeping weight down while building muscle mass?

I’m male, 19 years old, 5′11″ 185lbs, I’m fairly muscular and I’m currently working out hard to put on more muscle mass. My ideal weight for myself in my current condition is about 178lbs or so, however, I have been told that doing cardio such as running is counter productive for muscle growth. Is this true and is it possible for me to maintain very low body fat while building muscle or is the extra weight just something I have to deal with for the meantime until I get the size I want?
