What is the best way to lose weight but build muscle?

im 16 years old, im 5′6” tall and weigh about 145 pounds. I would like to lose weight but also build muscle at the same time. Is that possible? I would like to get rid of the extra flab on my arms, legs and thighs, and build arm and leg muscle. Any ideas?Good Workout routines?

    you got me there as wate lifters eat twice as much, but you need to lift?

    Protein in your diet is key. You need to increase your protein intake. Protein shake supplements, tuna, chicken breasts, egg whites all are good sources. You have to do cardio 30-40 minutes 3 times a week and lift weights hitting all your bodyparts once a week.
